In November 1988, Kentucky voters approved a constitutional amendment authorizing a state lottery. The Kentucky Lottery Corporation was created by the General Assembly in 1989, and the first lottery tickets went on sale on April 4, 1989 — just five months after the vote. Kentucky became one of the fastest states to move from authorization to first ticket sales.
