The Serpent: Louisiana's First Lottery

Louisiana's relationship with lotteries stretches back to the 1800s, when the state chartered the Louisiana State Lottery Company — widely known as "The Serpent." It became one of the most powerful and corrupt institutions in the post-Civil War South, operating across state lines and generating enormous profits for its private operators. Public outrage over bribery and fraud eventually led Congress to ban lottery materials from the U.S. mail in 1890, and the Serpent was abolished in 1895. For nearly a century afterward, lotteries were politically untouchable in Louisiana.

The Modern Lottery: A Fresh Start

In 1991, Louisiana voters approved a constitutional amendment creating a new, state-run lottery with strict oversight — a deliberate break from the Serpent's legacy. The Louisiana Lottery Corporation held its first draw on January 22, 1992, and has operated continuously since then. The modern lottery is governed by a board of directors appointed by the governor and confirmed by the state Senate.

Where the Money Goes

Louisiana law requires that a minimum of 25% of lottery revenue be transferred to the state treasury. The primary beneficiary is the Minimum Foundation Program (MFP), which funds public K-12 education across the state. Since its founding, the Louisiana Lottery has contributed billions of dollars to education.

Lottery revenue also supports the TOPS (Taylor Opportunity Program for Students) scholarship, which provides tuition assistance to Louisiana residents attending in-state colleges and universities. TOPS has helped hundreds of thousands of students afford higher education.

Game Evolution

The lottery started with simple scratch-off tickets and gradually added draw games. Louisiana Lotto, the state's flagship 6/42 game, offers some of the best jackpot odds of any state lottery game in the country at roughly 1 in 5.2 million. Easy 5 provides a mid-tier jackpot option. The digit games — Pick 3 and Pick 4 — have been daily staples for decades.

The most recent addition was Pick 5, launched in August 2021, expanding the digit game lineup and giving daily players another option with a $50,000 top prize.

Louisiana remains one of the smaller state lotteries by revenue but punches above its weight in game variety and player-friendly odds.
