History of the South Carolina Education Lottery

April 6, 2026  ·  5 min read  ·  State Guides

One of the Last States

South Carolina was one of the last states in the country to establish a lottery. In November 2000, voters approved a referendum authorizing the South Carolina Education Lottery. The first lottery tickets went on sale in January 2002, making South Carolina one of the newest lottery states in the U.S.

Revenue and Mission

The South Carolina Education Lottery is dedicated entirely to education. Revenue supports the SC LIFE (Legislative Incentives for Future Excellence) scholarships, Palmetto Fellows scholarships, HOPE scholarships, need-based grants, and K-12 school construction and modernization. Since its inception, the lottery has contributed billions of dollars to education in the Palmetto State.

Key Milestones

Education Impact

The lottery's education mission is central to its identity. The LIFE Scholarship alone has helped hundreds of thousands of South Carolina students attend in-state colleges and universities. School construction funding has modernized facilities across all 46 counties. The lottery's tagline — "Benefits Education" — appears on every ticket and in every advertisement, reinforcing the direct connection between playing and supporting schools.

Impact and Legacy

Despite being one of the newer state lotteries, the South Carolina Education Lottery has grown rapidly. Its focused education mission gives it strong public support. The state's 7% tax rate on lottery winnings is one of the factors players should consider.
