From $1 Tickets to Billion-Dollar Prizes

Powerball launched in April 1992 as a replacement for Lotto*America, starting with a 5/45 + 1/45 format and $1 tickets. The first jackpot was $5.9 million. Over three decades, format changes have steadily increased odds against winning the top prize, which in turn produces larger rollovers and headline-grabbing jackpots.

The most significant changes came in 2012 (ticket price doubled to $2, Power Play multiplier expanded) and 2015 (main pool expanded from 59 to 69 numbers, Powerball pool reduced from 35 to 26). The 2015 change made the jackpot odds roughly 1 in 292 million — nearly double the previous difficulty — and directly led to the first billion-dollar jackpots.

The Largest Powerball Jackpots

The record Powerball jackpot reached $2.04 billion in November 2022, won by a single ticket in California. Before that, a $1.586 billion jackpot in January 2016 was split three ways between California, Florida, and Tennessee. These mega-jackpots tend to cluster after long rollover sequences — the $2.04 billion prize built over 40 consecutive drawings without a winner.

What Drives Jackpot Growth

Three factors control jackpot size: the odds of winning (harder odds mean longer rollover sequences), ticket sales volume (more sales add more money to the prize pool per drawing), and the interest rate environment (which affects the annuity calculation). When rates are high, the gap between the cash option and the advertised annuity value widens, making advertised numbers look even larger.
